Monkey D Dragon, the leader of the Pasukan Revolusi, has been one of the most mysterious characters in the One Piece universe until now, in One Piece 1085, Eiichiro Oda has yet to reveal Dragon’s ultimate plan for overthrowing the World Government. Nevertheless, by referring to the clues provided by Oda, it appears that Dragon has a plan to establish control over the Admirals.
The Vivre Card Databook Volume 3 for One Piece reveals that Dragon finally realized the World Government’s corruption at one point. He later founded the Pasukan Revolusi as he felt that he had a responsibility to change the One Piece world for the better. According to the Databook, the Pasukan Revolusi was formed between 19-24 years ago, between the death of Gol D Roger and the birth of Luffy.
This information is further confirmed in chapter 1066, where 22 years ago, Dragon grieved for the loss of Ohara which was destroyed due to Buster Call. He then vowed to establish a force to fight against the World Government. During that moment, Dragon had already read nearly all of Ohara’s research with Vegapunk and Kuma, making it likely that he knew about the history and secrets of the Void Century.
Moreover, it is believed that the Pacifista project is Dragon’s plan, along with Dr. Vegapunk and Kuma. The main objective of this project is to use the funds of the World Government to create a powerful army. This is evident in the statement made by Moria at Thriller Bark, “Kuma is the only Shichibukai who is very loyal to the World Government, but I don’t know what you’re planning.” It appears that Kuma had a specific mission which was to ensure the success of the Pacifista project as part of Dragon’s master plan.
Dragon and Dr. Vegapunk are expected to regain control over the Pacifista and use them to fight back against the World Government. This will ultimately lead to a massive alliance between the Pasukan Revolusi, pirates, the Navy, and some other tribes. The Monkey D family, including Garp, Dragon, and Luffy are expected to face the primary antagonist, Im Sama, and his allies. It is also possible that powerful characters like Akainu and Kizaru may defect and join Dragon’s side.
Currently, the Admirals are still part of the Navy, believing that they are in the right side of justice. However, as they become aware of the World Government’s corruption, they are likely to side with Dragon. It would undoubtedly be interesting to witness Dragon’s action as he gathers various sources of power, including the Admirals in One Piece 1085.
