Here are some arguments that support this theory, as per CBR. Every appearance of Dragon is always associated with a storm and sudden bad weather. First, when Dragon appeared in Grey Terminal to help the residents, the location was burning due to the Goa Kingdom. Suddenly, strong winds blew at the place, extinguishing the flames. As a result, the Grey Terminal inhabitants were saved by Dragon’s power.
Second, in the Loguetown arc, a storm broke out to attack the Marines after Dragon’s appearance. Dragon’s appearance also saved Luffy from Smoker, who intended to capture his son. From all of these clues, it appears that Luffy’s father has the power related to wind and weather that can create a whirlpool in the sea, one of the characteristic features of the man with burn scars in One Piece.
Although Dragon hasn’t been proven to have burn scars, we know that the leader of the Revolutionary Army always wears a cloak. It’s possible that the opening of the cloak will reveal Dragon’s body bearing burn scars.
