In a flashback episode during the Reverie, Nefertari Cobra met with the Gorosei and discussed the missing Queen Lily, who helped form the World Government with nineteen other kingdoms. During their conversation, Cobra inquired about the whereabouts of Queen Lily, who disappeared after the Government was established.
Nefertari Cobra, in One Piece 1084, admitted that he had seen various ancient engravings in the land of Arabasta. However, he declared that the only history they had access to was what was written on documents after the Void Century. Cobra couldn’t find any trace of Queen Lily’s name anywhere. Furthermore, she had not returned to Arabasta since declining to join the Celestial Dragons. Queen Lily’s younger sister, instead, took over the reign of Arabasta.
Gorosei, Saturn, hearing what Cobra had to say, stated that this was a story from 800 years ago. Saturn confirmed that Nefertari’s family was the only ruler not living in Mariejoa. However, Saturn continued, saying that they believed the Nefertari family had returned to their land. Unfortunately, they had no idea why they left or where they went, nor was there any way to learn about the ancient past.
Saturn apologized to Nefertari Cobra and admitted that they did not know. However, when Cobra asked about the meaning of D for the Gorosei, the question appeared to be sensitive, and Gorosei asked why the King of Arabasta had asked such a question. Cobra unveiled the short letter from Queen Lily written 800 years ago and passed down through the royal family’s generations.
