As a fan of One Piece, we were left wondering why Im Sama didn’t kill Sabo in the Empty Throne Room in chapter 1086. Im Sama and the Gorosei could have easily killed Luffy’s brother, who was already surrounded. But to everyone’s surprise, Im Sama let Sabo escape. The most logical reason for Im Sama’s actions is that Sabo was not their primary target. As revealed in chapter 908, Im Sama has four people on their red list, Luffy, Vivi, Shirahoshi, and Kurohige. These four individuals are connected to the four main enemies of Im Sama from 800 years ago.

Nefertari D Vivi was targeted as Im Sama believed that Vivi inherited the will of Queen Lily, whom Im Sama despises for her past mistakes 800 years ago. Monkey D Luffy was considered a threat as Im Sama was afraid that he might inherit the will of Joy Boy and lead a rebellion against the World Government. Shirahoshi was targeted due to her connection to Poseidon, one of the three ancient weapons and an ally of Joy Boy. Finally, Kurohige was seen as a potential successor to the infamous Rock pirate crew, which threatened Tenryuubito in the past.

Im Sama is afraid that these individuals might lead a rebellion similar to Joy Boy in the past. Therefore, they must be eliminated before they pose a threat to the World Government.
