Despite Zoro’s bounty exceeding one billion berries, he still has a long way to go before he can match Mihawk’s caliber.
According to Oda, Zoro’s ultimate goal is to become the world’s strongest swordsman, and Mihawk stands in his way. Besides this goal, Zoro is determined not to lose to anyone before facing Mihawk in a duel. However, as per the facts presented by Oda, Zoro is still far behind Mihawk’s level. Though Zoro has become the King of Hell by unlocking advanced Haoshoku Haki and defeating King, he still has some limitations that need to be overcome before challenging Mihawk again.
Firstly, Zoro needs to improve his control over advanced Haoshoku Haki. Currently, he is still a beginner with advanced Haki, while Mihawk has already mastered it like Shanks.
