In the latest One Piece chapter 1087, the rescue operation for Captain Koby was successful, and now Monkey D Garp and SWORD are preparing to head to Egghead Island to save Luffy. To pick up Koby from Beehive, Garp and SWORD were willing to break the rules of the navy and caused a commotion at Yonko’s headquarters. Luffy’s grandfather even used Galaxy Impact at the start of his appearance.

As per the One Piece storyline, the Navy has a rule of not disrupting the balance of forces between the Pirates and the World Government until they become too strong or pose a threat to the world.
