In the chapter where the Gray Terminal caught fire, a sudden wind was able to clear the way for Dragon’s ship to pass through. During Luffy’s rescue, Dragon created a strong gust of wind to help him and his escape. If the speculations are right, Dragon would be one of the strongest members of the Revolutionary Army.
