King Cobra was introduced during the Arabasta Arc as one of the Seven Warlords of the Sea. Crocodile created chaos in Arabasta from behind the scenes, and King Cobra was blamed for everything. The potential for civil war was high, and Vivi played a significant part when she infiltrated Baroque Works, an organization led by Warlord of the Sea, Sir Crocodile.
