Luffy can only confirm the existence of the One Piece treasure if he manages to collect all four Road Poneglyphs and sail towards Raftel, which is no easy feat. If Dragon does have the last Road Poneglyph in Vira and gives it to Luffy, it would certainly make the journey of the Straw Hat crew more manageable.
