Xebec, the crew consisted of heavy hitters such as Edward Newgate, Charlotte Linlin, Kaido, and Shiki. Their goal was to become the rulers of the world and they conducted large-scale attacks wherever they wanted, even against the Celestial Dragons. However, the crew ultimately fell after a collective effort from the Roger Pirates and the Marines.

In the Enies Lobby arc, the Straw Hat Pirates declared war on the World Government after the archeologist, Nico Robin, was taken prisoner.
